Planning Instruments
The project advises the city administration on the development of methods and instruments to advance the process of careful urban renewal.
Emphasis is given to integrated planning, the establishment of guidelines and the participation of the public and entrepreneurs in decision-making.
The Integrated Development Concept for the Historical Old City Of Lviv
In December 2009, an interdepartmental and interdisciplinary working group was established to steer the overall development and implementation of an Integrated Development Concept (IDC) for Lviv, which was the first of its kind in Ukraine. The concept was formally adopted by the Lviv City Council on the 21st April 2011.
The working group consists of representatives of different city departments, NGOs, expert panels, business people and members of the general public. It monitors all public and private projects and project proposals in the city, which are then brought together and categorized by type according to the concept parameters. Thus urban development targets can be identified and a concrete action programme for the historical old city can been developed which takes into account plans at all levels of interest.
Design Guidelines for the Historical Old City of Lviv
To ensure that the renovation and modernization of public spaces and buildings are appropriate to cultural heritage and conform to professional standards, the City of Lviv, has introduced design rules or guides for works in historical districts. These are the “Design Guidelines for the Old City of Lviv”. They provide:
- Detail descriptions of the history of individual architectural elements in the historical districts of Lviv,
- Descriptions of the challenges of working on those elements and recommendations on how to carry out the work correctly, with good and bad examples.
- Easy-to-read instructions on what should not be done when working on these historical elements.
- to control private investments in or around public spaces,
- to extend the city administration’s experience of international design competitions,
- to encourage open discussions of the possibilities of design in the city,
- to give local architects opportunities to compete with international architects,
- to strengthen the international profile of the city of Lviv.
Architectural competitions for the design of public spaces
The project co-organizes international architectural competitions to find the best possible designs for improving the public spaces in Lviv.
Public spaces are crucial to the quality of life in the city. The city administration therefore looks for ways to improve their uses and recreational value to citizens, and thus discourage attempts to commercialize them.
